An independent clause is a clause that can stand by itself as a simple sentence... so only one of these is not a fragment. If anything begins with "if" and isn't concluded properly, like A and B, then they are fragments, most likely. The same goes for a sentence beginning with "when". So I would pick C, though I'm not 100%.

Because "What could happen?" can be a sentence with a question mark added.
