Well, I'm not sure what they mean by "in terms of quantities" I feel like it should be easy, but it's confusing me.
quantities is just a fancy way of saying "numbers"
when you quantify something, you attach a number to it
Person A: "Can you quantify your height?" Person B: "Yes I am 72 inches tall" Person B attached the number 72 (with the unit of "inches") to their height

Ah, okay. And, by "verbal description", do they mean someone explaining a relationship, but not showing it to you?
