"The Civil Rights Act signed into law in April 1968–popularly known as the Fair Housing Act–prohibited discrimination concerning the sale, rental and financing of housing based on race, religion, national origin and sex." Since the 1968 act was enacted after the 1964 one, it obviously addressed something that wasn't in the first civil rights act. Can you see what it was?
