What was a goal of the Second New Deal? to create "alphabet soup" agencies to restrict immigration to the U.S. to provide electricity to rural areas

"The alphabet agencies (also New Deal agencies) were the U.S. federal government agencies created as part of the New Deal of President Franklin D. Roosevelt. The earliest agencies were created to combat the Great Depression in the United States and were established during Roosevelt's first 100 days in office in 1933." The goal was not to create the agencies but the agencies were set up as part of FDR's plans. Immigration was not part of the New Deal 1 or 2. Electricity was a stated goal.

Hmm actually, the Rural Electrification Act and Rural Electrification Administration was created under the second new deal because the first one kind of left out those in rural areas. I can't find anything about immigration in the second new deal.
