The goal was not to create the agencies but the agencies were set up as part of FDR's plans. Immigration was not part of the New Deal 1 or 2. Electricity was a stated goal.

Hmm actually, the Rural Electrification Act and Rural Electrification Administration was created under the second new deal because the first one kind of left out those in rural areas. I can't find anything about immigration in the second new deal.
