How would you describe the impact of inverted commas? As in, when you want to say a term loosely and saw "comfort" or "allowed" as if tentative to use the real meaning? Really struggling how to explain why/how people do this?

I just want to be able to articulate the effect that using inverted commas has, like i use the emphasis when im speaking and I don't really know why.... Just confusing and I cannot pinpoint what effect is made by them
