Which is the best definition of federalism? Federalism enables the states and the national government to share power. Federalism creates the separation of powers between the three branches of government. Federalism encourages the practice of direct democracy at the state level rather than the national level. Federalism provides for the regular election of state and national officials. Federalism gives Congress powers that were not originally enumerated in the Constitution.

I would go with: A) Federalism enables the states and the national government to share power. The core feature of federalism is the presence of both a central government and local governments.

The federalists wanted the federal government to have more power over the state governments. And they wanted to revise the constitution to include more powers for the Federal government. So I personally would go with "E. Federalism gives congress powers not originally enumerated in the constitution."
