I'm going to answer the question directly because it is so poorly worded. When we talk about dependent and independent variables, what we are really meaning is which one has no fundamental relationship with the other. In this question, what is likely really being asked is which which variable is the dependent and which is the independent. Does time have any fundamental relationship with salinity? How could time itself affect salinity? It cannot. So time is the independent variable and salinity is the dependent. You can see this in the question. "change in salinity of water OVER time". The question tells us that salinity is changes as it we observe it through a time period. Whatever is changing through/over something is the dependent variable.
