This is similar to the stupid "reganomics" or top-down theory.  Basically, they think lowering taxes on businesses and corps. will lead to increased productivity and economic growth.  Strictly speaking, this is a Geography/Economics question.

Yes, but strictly speaking is not History.  This is not surprising.  In Biology we frequently ask Chemistry and Physics questions. Particularly in intro biology.
