Do you think Augustus Caesar was right to unite so many offices of Republican Rome under the single figure of the emperor? Could he have preserved the Roman Empire without making these reforms?

No he was not right. And yes he possibly could have preserved the empire. Think of rome as the United States. Many small governments all working together to support one big government. If the federal government had absolute power our system would not work.
