Is it okay to give a person an answer but with an explanation, or do we have to give them help so they can answer it?

Make sure the asker learns. Don't give an answer. Even an answer with an explanation is called a direct answer because of no participation from the asker. Make sure the asker is engaged and learns something. @amberosales

You have to guide the akser to the answer. You can not give them only an answer or an answer with an explanation.

If you painstakingly explain the answer but give the answer in the end, the asker may just take the answer on the bottom of the page and not learn, so it's always a good idea to have the asker participate in the question itself.
