Why did President Roosevelt issue the Roosevelt Corollary to the Monroe Doctrine? He wanted America to remain neutral in European wars. He wanted to solve Latin American problems before European nations tried to get involved. He wanted all nations to be able to trade with China. He wanted to stop the Russo-Japanese War (the war between Russia and Japan).
