So this is symbolism for how corrupt the economy is. The crack in the ball would be a sign of corruptness. What else?

for the fortune teller I want to say is symbollic of the government.

The fish represents citizens suffering the effects of corruption

And also the ball itself.

I'm not sure about the bubbles, some part of me wanted to say the water represented money, and the ball itself is the economy

Well the bubbles symbolize how the economy is still breathing but barely (as you can see from the fish, it's upside-down)
