How do I determine two pairs of polar coordinates for (-3,0) when theta is greater than 0 degrees and less than 360 degrees

I know how to find both the radi but how do I determine the degree measurements? The radi would be 3 and -3

Or rather, I know one of the degree measurements is 0, but which one?

I found out the answer is (3, 180degrees) and (-3, 0degrees). I do not understand why the 180 is with the 3.
