The reason why Continental drift can not be accepted as fact, is because we as humanity have not technially documented it. Just like Macro-Evolution and the Big Bang Theory can not be scientifically observed or tested, neither can Continental drift as it takes place on a time scale far longer than humans have (hypothetically) been on this earth. It can't be observed in science so it will forever remain a theory, never a scientific law. Hope that helps.
