plug them in again

You could do it the way they want you to, or you can take the lazy way out and plug in the values and see if they both have the same Left side = Right side, that way you will know where they intersect.

it's solving by substitution

Alright for substitution you they already have y's solved for you. So you can set it up as y = y, and solve for x then plug back into one of the equations and get your y. So, \[y=y~~~\implies 8x-2=9x-7\] solve for x now.

you can just set the two expressions equal then solve for x then choose the lazy way to find y like @iambatman said :P
