I'm not sure if there's an equation, but the answer can easily be found by trying each answer choice. The answer is 300%.

assuming they are treating it every day, there are 365 days in a year. 365x.25= 91.25. It produced 91.25 million gallons this year and in 2008 49 million. 91.25-49=42.25
