Okay, so perimeter of a rectangle is 2H+2L, so 2(3)+2(6), which is 18. But, since the diameter of the circle is inside the figure, its not part of the perimeter. so, actually, 12. The perimeter of a sphere is it's circumference (which is 2pi*r), since this is a half-circle, you need half of the circumference, so just (pi*r). The diameter is 6, so the radius is 3. 3pi is the circumference of the half-circle. So 12+3pi, simplified is 21.42477796, or C.
