I believe it is C because you should not capitalize the word grandmother. But it is necessary to capitalize the name of the place the grandma lives and if Street is in the name of the place the grandma lives it should also be capitalized

I would go with B, When she served as state senator, grandmother still live in Thirty-first street. I do not think the word street is capitalized. But @BriannaBear could be right, I am not the best with all this grammar stuff.

Think about the street signs and how they have Street or Avenue after it. That is why I would go with C because it is in the title
