I would say true. Before the civil war (April 12, 1861 – April 9, 1865) the only thing that caused any trouble was slavery issue and the other leading causes to the civil war, but that hadn't taken effect yet.
The United States was stable at that time
The only thing I do not know is about the immigration....

That's a tough question...and an opinion really. Slavery has existed in the vast majority of civilizations since the dawn of time. People seem to think that if it wasn't for European Colonialism that slavery would never have existed and the world would have been a wonderful Utopia of equality and rainbows. The Ancient Egyptians did not build their pyramids using a well-paid, over unionized work force. They used slaves and they worked them to death. 1/3 of Africans were already slaves by the time Europeans arrived in Africa. Enslaved by their own people. The first slaves Europeans bought were already slaves in their homeland. They just went from a slave in Africa to a slave in America/Europe/Saó Tome. Not to mention the Arab Slave trade which had existed for a millennium and involved nearly 20,000,000 Africans (Twice the number of slaves in the transatlantic slave trade). They also took them from their homeland just like Europeans.
So really I don't think who's at fault can be answered....everyone who partook in it was at fault.
