The toxin will not be contained in the lake. Lets say the plants are contaminated, bugs/small fish eat the plants, larger fish eat the contaminated small fish, birds eat the contaminated big fish, other predators eat the birds, and so on. The toxin will spread through the food chain, so D is correct for what is not likely.
