Should bullies be legally responsible for their actions?

Well, in what terms? Most bullies are vastly underage, with most bullying occurring in high and middle schools. This means that, while the kids may understand what they are doing, they cannot be held legally accountable by themselves in the law. Even if we just ordered them to pay a fine, it would default to their parents. Why punish the parents, who may have done nothing wrong, for what the child is doing on their own time? I really say there's nothing more than what we are doing that can be done. Remember, we must keep it reasonable and have anything we do at this point make sense. We've tried crackdowns in schools, at home, etc. Yet nothing has worked, as many can see. At this point, bullying has reached a point of no return. As it stands now, it is up to kids, most who have little to no moral judgement, to make good choices as far as bullying goes.
