I completely understand. I'm just overthinking this most likely. I think that the claim would be " and this generation does not intend to founder in the backwash of the coming age of space." So he wants the US to lead the world in the exploration of space.

Yup and this is what I think too, He's claiming that the US, just like with every other era, is supposed to be at the forefront of this era.
