Pinochet was leader of the economic stabilization know as the "Chilean Miracle" But he was a harsh military leader who committed lots of human rights violations. So it could go either way. Chile ended up unelecting him, (56% voted in favor of having him step down) and he did give up the presidency 2 years after the vote. 
Chile ended up with a great economy but it wasn't always pretty.
