Before Rome became an empire, it was a Republic that became corrupt. Before it was a corrupt Republic, it was a monarchy. The last king was Tarquinius Superbus. I wouldn't say the Roman Republic was a three-part government, more like it has a Senate and tribunes (which are legislative and judicial, but with no real executive offices except for consuls and dictators).
