Ok. ibn Batua is the best primary source on this time period. He wrote about 13th century but he's pretty reliable. He notes that they are good Muslims in Mali etc, but notes that the women don't were as much clothing as they should. That would be were he would note female leaders. So I'm going with my gut, backed up by ibn Batua
