well the right side is positive and the left side is negative so the number 24 is on the right side which makes it positive

well a simple way to do this question is to arrange the data in ascending order. The data has a definite skew, and when skewness occurs the median is the bset measure of the centre. here is an image showing the different type of skewness hope it helps... you may want to check your answer for the centre as well

i would say mode is the best measure of centrality 1 7 12 14 17 18, 18 23, 23, 23, 23 <-- mode = median in this case 24 27 28 29 32 33 38 43

the direction of the mean from the mode tells us the direction of the skew. 22.7 is the left of the mode
