Parallel lines have the same slope.
First find the slope of:
x + 4y = 9
by making that into the form of y=mx+b and m is the slope and b is the y-intercept

and once you get the slope 'm', then plug that value into
y=mx+b
annd plug in x=8
and y=-3
and solve for b
