Unit rate means "per 1 unit". For example, 200 miles in 4 hours means 50 miles in one hour. 50 miles in 1 hour is a unit rate because it is in one hour. Since you are dealing with pages per minute, you need the rate that has pages per 1 minute, or simply pages per minute, not pages per 2.5 minutes or pages per 5 minutes.
