I'm not entirely sure but it might be the purpose of the Declaration of Independence. Because it seems to in way explain what the purpose of it is. And at the end it talks about 'the causes which impel them to the separation' and the Declaration of Independence is pretty much about separation. If not that, it could be the thesis because it sort of explains what it's about. Hope this help!
