Well... Toward government; not really, as long there is no harm done. We should be allowed to voice our options toward governments, right? Anywhere else, yeah should be limited. I mean it's isn't cool to scream "FIRE!" in movie theater or something, right lol? Second amendment doesn't imply that we can say ANYTHING ANYWHERE.
