Suggestion: If your message settings are on "only users that you have fanned", then you should not be able to message others that you have not fanned, because they can't reply anyways.

No, omar, the setting is needed. Soo many trolls to not have some bulk limits. On and off are too extreme, so the third spot of fan list helps make it less stark and dichotic.
