Which factors contributed to the damage that Hurricane Katrina inflicted on New Orleans? Choose all answers that are correct. A. At the same time that the hurricane struck, a strong tornado passed over the city. B. Government agencies had ordered all residents to remain in their homes, which contributed to the chaos. C. New Orleans's levees were old, and many were in need of repair. D. The city's low-lying position between two bodies of water made it especially vulnerable to flooding.

OpenStudy (surana):

I believe it would have been the fourth choice, since the city is built below sea level. More or less. I think. And it didn't help that the levees were built to withstand a hurricane that was weaker than the one that occurred.

OpenStudy (theyankee):

A, C and D, I think, assuming it is a multi-option question. As a member of FEMA, I know for a FACT that C isn't true.
