what happens when x rays pass through an already ionized medium ?like when x rays pass through a charged gold leaf electroscope

i guess that the electroscope will discharge when it encounters ionizing radiation and air. that is among one application those electroscopes are for. The air will carry the charges away from the electroscope, and thus discharge it. Now when x rays passes already ionized medium, ionizing the medium even more, until one has only plasma??? But it will only sever the chemical bonds that is has enough energy for, and excite only the electrons it has enough energy for.
