what do you mean by merge? as in a side by side or a smaller image in a bigger image?

i guess you can open a new file, with dimensions big enough to have both pictures, then "open as layer" the two pics

241 X 318 pixels 218 X 288 pixels

you can scale the first picture to exactly 218 x 288. so make the new file as 436 x 288

once you scale the first image to 218 x 288, "open as layer" both of the images and move them around. viola

open the first image and scale it to 218 x 288. then open a new file with the dimensions 436 x 288. in the new file, "open as layers" the two images. then move them around so they're in the right place
