I know this is Forensic Science, so I may be able to help you. I know the basics for hair analysis, but not the specifics. What do you think the answer may be?
i'm really thinking Asian but not sure :)
I definitely know it's not an animal, because they tend to have thicker medullas. I assume it's whoever has a thinner medulla, so Asian might be right.

Human hair is usually less than 1/3 index
In the "cross section" section it says that african hair is flattened, and you said the hair found has "a very flattened cross section"
