They were basically shocked and upset for what he did so they called for an impeachment. Just check history.com about it.

Because of wanting to break into the Deomcrat's office. That's how the Watergate Scandal got its named because the building was calledthe Watergate Building in Washington D.C.  He had a full house, but he still wanted to find out more information. So, he broke into their office to get more information.
