You have to understand the question being asked. They ask, "According to this statement, which was NOT an effect". Asian economies growing WAS an effect. Poverty decreasing WAS an effect. Foreign trade being effected WAS an effect. Education declining was NOT an effect. The statement stated nothing of the effect of education.
