The Supreme Court had nothing to do with Clinton's trial. Except the Chief justice had to watch, it's in the Constitution. The Senate is the only part of government to decide on articles of impeachment. The House draws up the articles and the senate acts upon the articles. And the House did not withdraw in this instance.
