The best thing you can do is report and leave it for a mod.

Also, a certain amount of reports results in community suspension. So when you see someone not following the CoC, give a link to the online ambis, and your friends and tell them to report. After so many reports, the user will get suspended for a time and you won't have to deal with them :)
