I can think of two things. For a question to be scientifically evaluated, it must be testable (also called potentially falsifiable) and if you do experiments, they should be repeatable. So, you could phrase this: Is it testable (falsifiable)? And, can the evaluation of the question (experiment, observations, whatever) be repeated?
