Alright. Basically, the cartoon represents the United States and just about every Middle East movement that hates America and it's allies. They're openly stating that they want to work together, but inside they have no plans for peace and merely intend on resuming the fighting they claim to attempt to be stopping.
Does it have nothing to do with HAMAS specifically? That's what was getting me stuck the most. I feel like he must've wrote HAMAS on the guy's sleeve for a specific reason?
At that time, if I'm correct, Hamas and the US weren't getting along because the former attacked Israel, so they probably made a peace agreement and then started fighting soon afterward.

The US has repetitively aided the Palestinian government on the premise of the Palestinians investing in infrastructure, trades, education, etc. The issue is the Palestinian government is largely controlled by Hamas, The Palestinian Jihad, and other terror groups and many politicians believe they can 'reason' with these people. Hamas has never gotten along with Israel and the west. They are a terror group dedicated to destroying Israel and every Jew on earth. It's a joke because it was a hypocritical move. Funding the Palestinians and Israel at the same time was counter productive as the Palestinians blew it on arms to attack Israel with, instead of rebuilding much of Palestine. Basically we were funding each other, to fight each other, despite Israel being one of our closest and most obedient allies - ever.
