One way to decrease the mosquito population would be to introduce predators that eat mosquitos into the pond. Things like Gambusia fish and/or dragonfly or other larvae that eat mosquito larvae. They can also check their own yard and get rid of anything that can collect rainwater and allow it to stand.

add dragonflies and birds that feed on mosquitoes, as well as ensure that any water in the area is moving, and not standing. Mosquito larvae require still water, so by removing still water and adding predators the mosquito population is lowered
