The 1800s is a long time. At some point each of these groups was the most dominant group of immigrants coming to America. The Irish especially were vilified because so many came during and after the Potato famine in Ireland. But your question asks the most likely. I'd have to give it to the Chinese. They varied the most from the physical characteristics of most Americans, they didn't assimilate as well and were an easy target when mobs felt like blaming someone, because the Chinese usually lived in settlements apart from the masses.
