Lol, they don't.

Property taxes are like you owning a house, but not really. 

Taxes are a 'broken window' fallacy. It's money taken from me, that I would of used on X, but instead it is used on Y which may or may not benefit me. This also affects the business that I would of bought from because they lose they money I would of used at their business. The state uses money very inefficiently because they do not deal with supply and demand, and it's improvement is very statement.
