Anyone have a brief explanation on when you multiply/add permutations/combinations?

I'm confused in the sense that it seems like some problems, you add the events together while others are multiplied out

only thing I know of permutations is permutations of sets, or groups in which case the operation is composition. I don't think you are talking about anything like that.
