plug in (x,y) = (5,3) into the equation (x+3)^2+(y-2)^2=65 if you get a true result after simplifying, then that point lies on the curve if the equation is false, then the point doesn't lie on the curve
( 5 , 3 ) x y set "x" to that, and "y" to that, see if the EQUAtion is "true"
