Implied powers are legislative powers even though they are not specifically stated in the U.S. C, but they are implied in the expressed powers.

Imply means 'Suggested but not directly expressed; implicit' imply powers derive from expressed one which are directly expressed. thats why they are called expressed haha

An example of an implied power is: The power of Congress to establish an air force, which was implied in the power to establish an army and a navy. Thats where the Necessary and Proper clause comes in: It means that Congress can make laws that are necessary to establish for them to execute the expressed powers (responsibilities).
