Open Door policy, statement of principles initiated by the United States (1899, 1900) for the protection of equal privileges among countries trading with China and in support of Chinese territorial and administrative integrity. The statement was issued in the form of circular notes dispatched by U.S. Secretary of State John Hay to Great Britain, Germany, France, Italy, Japan, and Russia. The Open Door policy was received with almost universal approval in the United States, and for more than 40 years it was a cornerstone of American foreign policy.
