Altho the 2nd bomb wasnt necessary because the Japs were already at a mass casualty loss, but thye woulnt give up so the US initiated the 2nd bomb. The 2nd atomic bomb resulted in surrender to the Japs.

Totalitarian governments emphasize state control, and seek to regulate all aspects of civilian life through government measures.
I wouldnt say that citizens would be loyal to the leader because it has many restrictions. I would have to say A, although it could be B because they used scare tactic on the citizens to abide by their rules.
