The strikebreakers might have rejoined the strike, and the steel mill would have been forced to give into the demands of the strikers. The strikers might have kept the strikebreakers from crossing the picket lines, and there would have been fewer strikes. The strikebreakers might have prevented the machines in the mill from working, and it would have shut down.
